It's also allowing a volunteer to teach Neighbors' Place clients a wide array of bicycle repair skills. But another and not so obvious benefit is that the stand is helping a couple of Hmong men learn to speak English.
The whole concept is the brainchild of retired police officer Bill Miller of Rib Mountain. Miller, 66, has been volunteering off and on since 2004 for a Neighbors' Place program that helps immigrants -- mostly Hmong, but some Hispanic people -- to learn conversational English.
